Select a kinematics method with the switch. With Forward Kinematics (FW) you have to rotate all arm parts up from the base. Inverse Kinematics (INV) works the other way around. In that mode you can click and drag anywhere on the field and the arm will shape itself to reach the mouse cursor or your finger on a touch screen.
